FCC votes to modernize direct-to-device rules and expand satellite cellular spectrum
United States regulators voted on October 29 to update spectrum rules for direct-to-device satellite connectivity and consider opening additional frequency bands for commercial operations.

The Federal Communications Commission voted on Thursday, October 29, to advance proposed rules that modernize regulations for direct-to-device satellite connectivity. SatNews and Satellite Today both reported that the federal agency voted to update spectrum frameworks during its open meeting. The decision docketed under GN Docket Numbers 26-281 and 23-65 expands on the Supplemental Coverage from Space framework that was first introduced in 2024. [1][2]
SatNews reported that the proposed rulemaking explores authorizing up to 482 megahertz of additional spectrum across licensed flexible-use bands for commercial satellite-to-cellular operations. The notice suggests applying a license-by-rule mechanism for these expanded services. [1]
In a related decision on the same day, the agency proposed auctioning 25 megahertz of mid-band spectrum, according to Satellite Today. Satellite Today reported that this action initiates a process to auction the 1675 to 1695 megahertz and 2020 to 2025 megahertz frequency bands for use in direct-to-device operations. [2]
The Federal Communications Commission is an independent United States government agency that regulates satellite, radio, and wireless communications. As FTMQ Space reported earlier, the agency approved Amazon's acquisition of satellite operator Globalstar on October 27, 2026, to bolster direct-to-device capabilities. [4][7]
