Open Cosmos Requests ITU Extension After Missing Deployment Milestones

Satellite operator Open Cosmos has requested a one-year regulatory extension from the International Telecommunication Union after missing deployment deadlines for a planned satellite constellation.

SatNews reported on October 6, 2026, that satellite manufacturer and operator Open Cosmos requested a one-year extension from the International Telecommunication Union Radio Regulations Board. SatNews stated that the request came after the company missed 50 percent fleet deployment deadlines across two key spectrum filings. [1]

According to SatNews, the filings cover a proposed constellation of 576 satellites designed to operate at an altitude of 1,050 kilometers. SatNews reported that the spectrum filings were originally submitted by Rivada Space Networks before being integrated into the network plans of Open Cosmos. Under regulations enforced by the International Telecommunication Union, operators must deploy 50 percent of registered constellation capacity within set timeframes to maintain regulatory priority over allocated radio frequency spectrum. Satellite Today reported that Open Cosmos is targeting 192 satellites for its ConnectedCosmos low Earth orbit constellation. Satellite Today noted that the company aims to place more than 96 satellites in orbit by the end of 2028. As FTMQ Space reported earlier, Open Cosmos aims to reach full global coverage by 2030, with its next ConnectedCosmos launch expected before the end of 2026. [2][6]
